Is there Something Wrong With Human Nature these days?
Just a quick blog. Something really SHOCKED me.
A car alarm in the big carpark across the way by the supermarket alerted me to a car.
Windows were shut. Initially I thought nothing of it.
BUT...I noticed There was a BABY alone in front seat with sun beating direct on windscreen.
I told security at the store immediately that I could AFTER I NOTICED THE BABY, cos I hadnt at first noticed there WAS a baby in the car.
At that moment luckily 3 local pcs were on way to get some lunch out of the store.
So I Told them what was happening and they went straight to the car.
I left it with them.
WHY are people so idiotic and reckless sometimes? My involvement spanned AT LEAST 20 minutes. I dont know HOW long the car had been there.
I hope that everything works out fine for the baby.
AT LEAST A DOZEN OR MORE PEOPLE WALKED BY WHO DID NOTHING. Thats the rub.

On September 13th the Welfare Reform Bill will go to The House Of Lords. In order to stop them passing this bill we are asking you all to write to the list of speakers with your objections. There is a draft letter but please feel free to alter it to reflect your own personal situation.

As you will be aware, the Welfare Reform Bill is due to be read in the House of Lords on 13 September, with the committee stage following. I am writing to you as a (insert disability/situation) to set out my main concerns about this bill and ask you to support me by speaking out in the House.
There are many aspects that concern me greatly.
The abolishment of tax credits, most alarmingly the complete lack of help towards childcare costs. I believe this will not make work pay, but instead make it more difficult to manage financially both for all parents.
The introduction of Personal Independence Payments to replace the current Disability Living Allowance. I believe that the introduction of just two care rates will prevent many people who need extra help from receiving it. I am also very concerned that the news system for entitlement for PIPs will prevent genuinely disabled people, such as double amputees, from receiving any financial help.
The benefit cap will, I believe, plunge thousands of people into poverty and force many to move to unsuitable accommodation, lose valuable support networks and private landlords will evict tenants on benefits in favour of employed tenants, thus a rise in homelessness will occur.
The under occupations charges against Housing Benefit awards are equally punitive. And will force many to move from their communities Non dependent charges changes are also punitive. Universal Credit paid in full to tenants will place huge financial risks on rental flows to social landlords thereby affecting services that all tenants can receive. The Housing Impacts of this bill are undesirably draconian, and the impact is potentially immensely negative to society.
The changes proposed to the Child Maintenance Scheme will certainly prevent many children living in lone parent families from ever climbing out of poverty. They are penalised from the moment their parents access the service and throughout the time the service is used. The government said that there would be no losers. It seems to me that there will be millions of losers, most of them children.
The Social Fund has been a lifesaver for many claimants for a long time. It has enabled people to but essential appliances for the home that they would otherwise be unable to afford, such as a washing machine, a bed, a cooker. The government wishes to abolish this service and replace it with a loan that the applicant will pay interest on. Currently social fund loans are interest free. Millions will be forced into enormous debt on very low incomes. That cannot be considered fair.
Iain Duncan Smith claims that he wants to 'make work pay'. Sadly, his Welfare Reform Bill is not going to make work pay for millions. Reducing someone's standard of living to a level where it is impossible to survive whether they work or not will not enable that to happen. Punishing the disabled, couples that separate, their children and their futures is not going to help anyone, least of all the tax payer, who will be picking up the tab for health issues that arise, the cost of homelessness and a generation of children with no prospects and no hope.

An UNFAIR direct hit on some of the most financially excluded individuals in the country. By A State Owned Bank.
I emailed my MP today as I felt OUTRAGE at the RBS bank saying it was to charge BASIC CASH ONLY ACCOUNT HOLDERS fees for using non-RBS cash machines (ATMs)

Dear Gerald Kaufman,
So RBS are introducing charges for the use of other bank machines for
those with a 'cash only' Basic Account. This is a state owned bank
directly affecting the lives of the poor and another step towards two
tier banking.
Please prevent the State Owned RBS charging Cash Only Basic Account
Holders fees for cash machines. Or indeed force a removal of the
decision.
This is a direct hit on some of the most financially excluded
individuals in the country, and in Gorton we have a lot of people with
this type of account.
I look forward in anticipation of your actions in the House.

Welfare Reform Bill NOW AT THE LORDS.
The House of Lords will start deliberations on 13th
September on the Welfare Reform Bill.
The general debate on all aspects of the Bill takes
place on 13th September. A List of expected
speakers, updated regularly, can be found on the
Lords Government Whips Office website.
Summary of the Bill
The Bill provides for the introduction of a "Universal
Credit" to replace a range of existing means-tested
benefits and tax credits for people of working age,
starting from 2013.
The Bill follows the November 2010 White Paper,
"Universal Credit: welfare that works" which set out
the Coalition Government's proposal for reforming
welfare to improve work incentives, simplify the
benefits system and tackle administrative
complexity.
Besides introducing Universal Credit and related
measures, the Bill makes other significant changes
to the benefits system.
Key Areas being:
Introducing Personal Independence Payments to
replace the current Disability Living Allowance.
Restricting Housing Benefit entitlement for Social
Housing Tenants whose accommodation is larger
than they need.
Up rates Local Housing Allowances by the
Consumer Price index.
Amends the forthcoming Statutory Child
Maintenance Scheme.
Limits the payment of contributory Employment and
Support Allowance to a 12 month period.
Caps the total amount of benefit that can be claimed.
During the Committee Stage, the Government
amended the Bill to provide for the establishment of
a Social Mobility and Child Poverty Commission.
Many of these items are controversial to say the
least.

Atos moves to shut down criticism

Atos are the French IT outsourcing company who’s Atos Healthcare arm have been running Work Capability Assessment for the Department of Work and Pensions.
Lots of people are unhappy about Employment Support Allowance, about the assessments, and about the way that Atos run them. There have been protests outside Atos offices using slogans such as “ATOS kills” to express their feelings. Lots of people have explained why they are unhappy with Atos in blogs, on social networks, and in support forums.
It seems that Atos don’t like this. They have started issuing legal threats, and they have succeeded in shutting down some of their opposition. Various websites and forums have spoken out against ATOS and collected personal stories about them. After ATOS first received a take down request in May 2011. Atos lawyers recently threatened legal action against Paul Smith who runs the “Atos Register of Shame” website, accusing him of libel and claiming that ”This is a direct attack on Atos and the name of the website in and of itself is implying that Atos carries on its business in a manner which is shameful.”
They have also shut down a support forum for carers, CarerWatch, by contacting their server host directly and having it taken down. This has removed a vital support network from many carers, presumably because of private discussions about Atos in members only parts of the forum. Apparently people are not even allowed to talk about Atos now, despite needing to do so to support each other when going through tests administered by Atos.
Following this action against them, CarerWatch have published their reply to Atos, which I reproduce here. (I hope they won’t mind.)

Obviously, I don’t want my website taken down. I have been careful to state only known facts here. These are the facts that I know.
- Atos Healthcare carries out Work Capability Assessments for the DWP.
- The contract is worth approximately £100 million per year.
- There has been a sharp rise in people found fit for work
- There has been a sharp rise in people appealing that decision
- 40% of those that appeal, win, rising to 70% with legal representation.
- Although the decision over “fit to work” lies with the DWP,a government review found that the DWP are institutionally incapable of overriding the Atos Health Care Professionals. The Atos recommendation is, in effect, the decision.
- Atos employ Health Care Professionals to carry out the assessments. HCPs are a mix of doctors, physiotherapists and nurses. Only people with certain problems will definitely see doctors.
- Atos use their own Lima computer system to record the patient’s answers. Lima has been widely criticised.
- The HCP fills in Lima by choosing keywords and statements from a list and then justifying them.
- An Atos recruiter said “We don’t call them patients . . . We call them claimants.”
- Twelve Atos doctors are under investigation by the GMC over allegations of improper conduct.
- Two Atos employees are under investigation after referring to patients as “parasites” and “down and outs”.
In the end, although there is much to criticise with the way that Atos carry out ESA WCAs, they may really only be doing what the government expects of them. The descriptors that are used to make the decision of whether a person is fit for work or not are set out in the by the government. (See The Employment and Support Allowance (Limited Capability for Work and Limited Capability for Work-Related Activity) (Amendment) Regulations 2011) I personally question whether Atos accurately records if a patient fits the descriptors or not, and their ability to do so given the way that Lima Works or the staff that are used. Even if they do make an accurate record in line with the government’s descriptors, it is questionable whether the descriptors are an accurate description of being fit for work or not. Even then, it seems that decision makers at the DWP are “institutionally incapable” of taking into account all of the relevant information for the case as they are supposed to, instead simply rubber stamping the recommendation made by Atos. It would seem that the appeals tribunals are making a fairer judgement on this issue than Atos or the DWP.

CHARITIES SLAM THE ATOS ACTIONS

A French-owned IT company awarded a £100m government contract to carry out benefits assessments has been slammed by charities after forcing a thriving support forum for disabled people and their carers to shut down over mysterious libel concerns.
The forum, which boasts more than 400 registered users and is run by the successful campaign group CarerWatch, was taken offline on Sunday after its hosting company was contacted by lawyers acting for multinational technology firm Atos. In a letter to the contractor, which has an annual turnover of £4.4 billion, the site’s owners described the devastating effects of the decision:
“We have many members who are very fragile and the sudden disappearance of a support group has caused a lot of distress and fear. Some are ringing us in tears.”
Speaking to Scrapbook, group administrator Rosemary O’Neill said that CarerWatch would have been happy to co-operate with the company if given the chance, saying: “Had they used common courtesy and contacted us direct, we would have removed any possible material they took exception to.”
A spokesman for Crossroads Care and the Princess Royal Trust for Carers agreed:
“It’s a real shame that carers will no longer have a place to turn to support each other. The dispute could have been resolved by discussing it, rather than by just shutting the site down.”
The disproportionate move follows actions against other websites After Atos and Atos Register of Shame. The former was forced to close in May after receiving a cease-and-desist letter objecting to the use of phrases such as “Atos Kills”. But the CarerWatch forum covers a range of issues of benign interest to disability campaigners, and it’s owners claim to have no idea what has provoked the company.
Charities are on the case — and it won’t be long before MPs follow suit.
